to 
1. Duplicate your base 4 times and set the both to screen at 100% (remember this might change for you depending on how dark your image was to start with).
2. Make a new fill layer, fill it with #1DDDF9, and set it to Soft Light at 50%.
3. Make a new adjustments layer, Layer>New Adjustments Layer>Hue/Saturation. Increase the saturation by +30.
4. Make a new selective color layer with the following settings :
Red
Cyans: -50
Magentas: 0
Yellows: +50
Blacks: 0
Yellow
Cyans: -100
Magentas: 0
Yellows: -38
Blacks: 0
Neutrals
Cyans: +14
Magentas: 0
Yellows: -40
Blacks: 0
5. Make a new hue/saturation layer, and increase the saturation by +20.
6. Voila ! Your done !
