1) If your base is fairly dark you might want to brighten it up a little, for this image I left it how it was. I then made a new Curves layer; Layer>New Adjustments Layer>Curves. I had the following settings :
RGB: Input=187, Output=199
Blues: Input=67, Output=57
2)Make another Adjustments layer but this time Selective Color. I had the following settings :
Reds: Cyan=-100, Magenta=0, Yellow=+100, Black=0
Yellows: Cyan=-+100, Magenta=0, Yellow=-100, Black=0
3) Make another Selective Color layer with these settings :
Reds: Cyan=-100, Magenta=0, Yellow=-37, Black=0
Yellows: Cyan=-100, Magenta=0, Yellow=-100, Black=0
Set this layer to Normal with an opacity of 20%
4) Make ANOTHER Selective Color layer with the same settings as Step 2
My image now looks like this.
5) Make a new fill layer and fill it with #0EBDF7, set this layer to Soft Light with an opacity of 40%
6) One again repeat step 2.
7) Make a new Curves Layer with the following settings :
Red: Input=194, Output=188
Greens: Input=192, Output=194
My image now looks like this.
8) Make a new Fill layer and fill it with #05242E, set this layer to Exclusion with an opacity of 70%
9) Make a new Hue/Saturation layer and set the Saturation to +32.
10) Once again your outcome will be different depending on your image. You might have to play around with the settings.
